BOARD of DIRECTORS’ MEETING MINUTES
February 11, 2025

Debbie Lee called the meeting to order at 6:30 p.m. All stood for the Pledge of Allegiance.
The Board consented to a change in the order of the Agenda. Old and New Business would trade places.
Minutes Review: Ted motioned and Ginny seconded approval of the minutes for the January 11th Board Meeting. Minutes were approved.

Treasurer’s Report:
• The January financial reports were reviewed and discussed. The financial reports were accepted.

Public Comment: Guideline statement for Public Comment was given.
• The meeting was opened to public comment. Public Comment topics were written and given to the Board. Travis Schmitt commented on dates of specific calls that he said demonstrated limited response from FLMFPD. He said he was concerned with the amount of payroll. Travis requested the Chief’s severance package. The request was submitted in writing. Jim Greer expressed his thoughts about the beginning of the FLMFPD and that they “didn’t want to compete with the outside”. He also said he had concerns about the payroll amount. He stated that they had looked into providing ambulance service those years ago and said it wasn’t cheap and that it was very involved. He said he felt the last mill levy increase had been railroaded before the election. He also commented that records of government entities were subject to open records to the public.
• Jeannine relayed Kathy McKay’s thank you to the department for help with her address placard.

Office Managers Report:
• Jeannine reported on her meeting with La Plata County Clerk and Recorder, Tiffany Lee, regarding election preparations. Tiffany helped Jeannine line out the resources available and some she could assist with (with what looks to be) an upcoming election.
• Jeannine brought up looking into potentially moving banking services to Bank of the San Juans. She would be getting banking services information for comparison from TBK. She asked to readdress it in March.
• Jeannine gave the Resource Order Net Income sheet for 2023 and 2024 to the Board for review.
Resolution 2025-0201 Resolution for a Polling Place Election and Appointment of Designated Election Official. This replaced the Resolution from the previous meeting which had mistakenly adopted a Mail Ballot Election. Ginny motioned and Ted seconded; Resolution was adopted.

Chief’s Report:
• The Chief had a new member packet for the Board to review. Sean Bumgarner was approved after a motion from Debbie and seconded by Ted.
• The Rolling Quarter Responder Call report was given to the Board for Review. It showed 21 responders responded in the rolling quarter.
• The 2021-2024 Apparatus Cost spreadsheet was given for the Board’s
review.
• The Annual FLMFPD Family Pinewood Derby was held and 14 cars participated.
• The CDPHE Grant with 90/10 cost share has passed the initial phase.
• The Grant for air monitors is open with a $0 cost share.
• The Chief has requested authorization to apply for the USDA Wildfire Defense Grant. It is a 10% cost share and would be for a local fire mitigation plan. It would be $25K max FLMFPD cost over 4 years. After discussion, Ginny motioned to authorize. Debbie seconded it. It was Authorized.
• NFIRS – 2024
• SSS Field Services will move the water storage tanks.
• Station 6 Fence quote is being worked. It was budgeted as a Capital Outlay item.

New Business:
• The Part Time/Seasonal FF Job Announcement draft was reviewed and approved for posting, after a clerical error is corrected. The job would begin April or May.

Action Item Review:
Items were reviewed.
• Item #s 290 & 365, which had to do with reviewing and updating the Personnel Policy, were worked on by the Board.

Executive Session:
• Executive Session was entered into for Jeannine’s Employee Evaluation.
